Movie industry has shed 16,000-plus jobs in L.A. since 2004, study says
















LOS ANGELES (TheWrap.com) – The motion-picture industry has lost more than 16,000 jobs in Los Angeles County since the peak year of 2004, according to a new study by the Los Angeles County Economic Development Corp.


And according to the study, “runaway productions” that have moved out of the county due to tax incentives in other areas could be to blame.













The study noted that the motion-picture and video production sector of the entertainment industry – the largest segment of the industry in Los Angeles County – was responsible for 118,200 jobs in the county in 2004, a peak year for the sector. In 2011, by contrast, that number dropped to 102,100 – a 13.6 percent decrease that accounts for 16,100 jobs.


“Arguably, runaway production has had a deleterious effect on industry employment,” the report notes. “New York State alone added 14,100 jobs in this sector over that period, while Georgia added nearly 800 jobs. Meanwhile, Louisiana added over 2,200 jobs since implementing its own tax-credit program in 2002. Other states added jobs in the sector as well.”


The study also points out other factors that could account for the job drain, such as piracy and international competition in such farflung areas as Canada, India and Nigeria, which surpassed Hollywood in 2009 as the second-largest film producer in the world, following India’s Bollywood, according to a report from UNESCO’s Institute for Statistics.

Four year bans proposed under new WADA Code
















(Reuters) – Athletes guilty of serious doping offenses will be suspended for four years from 2015 under proposals being considered by the World Anti-Doping Agency (WADA), but there are no plans for a specific rule to ban offenders from the Olympics.


Currently, athletes found guilty of a first major doping offense are handed a two-year ban with any subsequent positive test incurring a life-ban.













The longer ban would be introduced for offenses that include the use of anabolic steroids, human growth hormone, masking agents and trafficking, according to a second draft of the 2015 WADA code which was reviewed over the weekend.


“It is clear … there is a strong desire in the world of sport, from governments and within the anti-doping community to strengthen the sanction articles in the code,” WADA President John Fahey said in a statement.


“This second draft has done that, doubling the length of suspension for serious offenders and widening the scope for anti-doping organizations to impose lifetime bans.”


The draft does not, however, consider a former International Olympic Committee (IOC) rule regarding Olympic participation, which was ruled in non-compliance with the WADA Code in 2011 by sport’s highest court, the Court of Arbitration for Sport (CAS).


The IOC rule, introduced in 2008, banned athletes from participating at the next Olympic Games if they had been suspended for six months or longer.


After the rule was ruled non-compliant, Britain was forced to overturn lifetime Olympic bans on their drug cheats.


“The rational is if more four-year sanctions are delivered, then there won’t be any need for (the IOC rule) because the athletes will be missing the next Olympics,” WADA spokesman Terence O’Rorke said by telephone from Montreal.


The new WADA Code draft also includes a proposal that to be prohibited, substances or methods must be performance enhancing, contrary to the spirit of sport or contrary to the health of athletes.


The proposed code will undergo further review between now and March 2013, when it will be presented to the WADA Foundation Board before a final draft is prepared for ratification at the world anti-doping conference in Johannesburg next November.


“Athletes must know that there is a heavy price to pay for intentional doping,” Fahey said. “I am confident this draft will deliver that message loud and clear.”


WADA also said its funding would be frozen for a second successive year at approximately $ 28 million in 2013.


“This freeze is not ideal for the fight against doping in sport,” Fahey said. “It is widely accepted that doping is a major issue no longer restricted to the sporting world, and that it must be addressed by society as a whole.”

Polish deputy PM to resign after losing party election
















WARSAW (Reuters) – Poland’s Deputy Prime Minister Waldemar Pawlak said he would resign from the government after unexpectedly losing a battle for the leadership of the junior coalition partner on Saturday, but there was no threat to the stability of the coalition.


Janusz Piechocinski, a 52-year-old member of parliament who beat Pawlak by 547 to 530 votes in the election at the PSL congress, said he wanted to keep the coalition with the Civic Platform (PO) intact.













Pawlak, who is also the economy minister in Prime Minister Donald Tusk‘s government, had led the PSL for seven years. Serving twice as a prime minister in the past two decades, he has been PSL’s most prominent politician. He said he would hand his resignation to Tusk on Monday.


“PSL will be a rational coalition partner, a rational and wise participant of the parliamentary debate,” Piechocinski told reporters after the vote, adding he wanted Pawlak to retain his position in government.


“Nothing that happened is a challenge to the government, to the coalition.”


The party hit the headlines in July after media released recordings that showed suspected corruption among its party members. It led to the resignation of Agriculture Minister Marek Sawicki.


PSL members quoted by local media said Piechocinski won largely because of a campaign that targeted delegates from outside Warsaw and other larger cities.

Liam Neeson in negotiations for crime thriller “The All Nighter”
















LOS ANGELES (TheWrap.com) – Liam Neeson is in negotiations to star in the crime thriller “The All Nighter (AKA Run All Night)” a person familiar with the situation has told TheWrap.


The story follows an aging hit man who, in order to protect his wife and son, must take on his former boss in a single night. He then winds up on the run from the mob and the authorities with his estranged son.













The film is being produced by Vertigo Entertainment‘s Roy Lee, along with Brooklyn Weaver for Warner Bros. which declined to comment. The studio acquired Brad Ingelsby‘s spec script “The All Nighter” in January for a reported six figure sum.


Neeson’s upcoming films include “Non-Stop” and “A Walk Among The Tombstones.” He will also be featured in a voice role in the upcoming film “Lego: The Piece of Resistance.”


Lee is working on a long-list of projects including Spike Lee’s remake of the South Korean thriller, “Oldboy,” which is currently filming. He is also producing the upcoming thriller “The Double Hour”; a feature film based on the hit video game “Deus-Ex Human Revolution”; “Lego: The Piece of Resistance,” and the action thriller “Sleepless Night,” which is also set up at Warner Bros. Weaver’s credits include “Thirteen” and “Picture Book.”


Ingelsby’s upcoming projects as a writer include “The Raid.” In 2008, he made another major spec deal for his revenge thriller “The Low Dweller,” which went to Relativity Media.

Saudi King has successful back operation: royal court
















RIYADH (Reuters) – Saudi Arabia‘s King Abdullah has undergone successful back surgery at a hospital in the capital, Riyadh, to tighten a loose ligament, the royal court said in a statement carried by state media on Sunday.


The stability of Saudi Arabia, the world’s largest oil exporter and a key U.S. ally, is of global concern. The kingdom holds more than a fifth of world crude reserves and is the birthplace of Islam.













“A surgery was performed on the Custodian of the Two Holy Mosques, King Abdullah bin Abdulaziz, at the National Guard‘s King Abdulaziz Medical City in Riyadh on Saturday … where a loose ligament in the upper back was tightened,” the statement, carried on state television and the SPA news agency, said.


“With God’s help, the surgery ended at 0315 on Sunday morning … and thanks be to God it was successful,” it added in Arabic.


The king, in his late 80s, underwent an operation to tighten ligaments around his third vertebra in October of last year and had two rounds of back surgery in the United States in 2010 after suffering a herniated disc, leading to a three-month recuperation period outside the kingdom.


His heir apparent and brother, Crown Prince Salman, normally acts as his deputy in his absence.


King Abdullah, who took power in 2005 after the death of King Fahd, named Salman heir apparent in June after the death of Crown Prince Nayef bin Abdulaziz. Prince Salman is 13 years younger than Abdullah.


Unlike in European monarchies, the line of succession does not move directly from father to eldest son, but has moved down a line of brothers born to the kingdom’s founder, King Abdulaziz Ibn Saud, who died in 1953.


While it faced some protests from minority Shi’ite Muslims in its Eastern Province, Saudi Arabia avoided the kind of unrest that toppled leaders across the Arab world last year after it introduced generous social spending packages and issued a religious edict banning public demonstrations.

Banks criticised over CPP sales





























Banks must share the blame for mis-sold card protection, after a regulator fined the firm CPP £10.5m, says an influential MP.


John Mann, who sits on the House of Commons Treasury Select Committee, said most policies were sold when bank customers rang up to activate their cards.


The products were supposed to protect people against identity theft.


CPP has apologised and said it has taken steps to change its practices.


CPP sold a card protection product, which cost about £35 a year, that was designed to cover losses if a card was lost or stolen.


It said customers would benefit from up to £100,000 of insurance cover, but customers were already covered by their banks. Generally, cardholders are not liable for unauthorised card payments on lost or stolen credit and debit cards.


A second product was sold for £84 a year which was designed to cover costs if the customer’s identity was stolen.

Many customers were put in contact with CPP when they rang a number on their new bank card in order to activate it. Many thought they were talking to their bank, but they were in fact being put in touch with a salesperson from CPP.


CPP then used the opportunity of the call to offer card protection insurance. If the customer bought the product, the bank got a commission.


John Mann MP told Radio 4′s Money Box programme: “There’s no question there was deception in the way they were sold and there was deception on the profit margins which weren’t revealed to people. People were being diddled.”


The Financial Services Authority (FSA) found that CPP overstated the risks and consequences of ID theft when this insurance was being sold. During the period of mis-selling between January 2005 and March 2011, CPP sold 4.4 million policies and generated £354m in gross profit, the FSA said.


Bank scrutiny


Some 18.7 million policies were renewed during the same period, generating an income of £656m.


John Mann believes the regulator could have acted more quickly: “It’s taken an extremely long time. The amount of money which the banks were profiteering on was enormous. This was almost a way of banks printing profits for themselves.”


He welcomed the FSA’s action and hopes the regulator will take tough actions against any bank which acts against the interests of its customers: “I think they need to do more of this. I think they need to get underneath the behaviour of the banks. They have a duty to their customers to act openly, transparently and honestly.”


Santander, RBS/NatWest, Barclays and HSBC have all had business partnerships with CPP during the period the FSA investigated. They all said they were in discussions with the FSA over the issue.


However, the fine from the FSA does not include this and only relates to the hundreds of thousands of direct sales by CPP.


‘Sorry’


New CPP chief executive Paul Stobart said the company had taken steps to overhaul its practices.

It has adhered to a FSA request to stop sales of the insurance products, unless they are part of a package. It has also stopped trying to retain the business of customers who ring to cancel their policies.


Customers who are on auto-renewal of the product now have a 60-day cooling off period to change their mind over buying the insurance, compared with a 14-day option previously.


Details about compensation for customers are still being discussed by CPP, some of its main business partners, and the FSA. Some customers will be written to by CPP.


The FSA has agreed to CPP paying the fine in instalments, owing to the company’s financial position. It has been told to complete the payments by December 2014.
